世運公園 was built in 1964 to commorate the olympic torch passing through Hong Kong en route to the Tokyo Olympics. Obviously it wasn't covered with flyovers at first. Judging by the building up of Ngau Tau Kok area in the background and the single deck bus in the foreground, I would say this picture was taken around 1968 to 1970.
